That's a hard question to answer in the abstract, but simply, yes. It is well respected in the Chicago area, and is particularly strong in some post-grad areas (medicine, dentistry). It is reasonably priced, close to the city, and has many strong professors.

UIC is considered a good, solid school. It is particularly reknown in health care. The school also has solid engineering and business programs. It is not a liberal arts school.

For? Yes, it is a good school, and definately one of the best within the city limits of Chicago. If you are going for Medicine or Life Sciences, then it is a great school. However, like most schools, it does depend on the major - you may find that there are better programs at a local private school that may be worth the extra tuition (say, Northwestern). If you are still undecided, then UIC is probably with the price of instate tuition vs. private college for a couple of years of "finding yourself."
